Thinking creatively beyond conventional approaches
Alderman for Economic Affairs Nermina Kundić said: “Both the creative sector and the energy sector are strong in Arnhem. By connecting them, new perspectives emerge. This grant is a great recognition of our approach. It’s about collaboration and thinking creatively beyond established paths—because that’s where solutions arise that truly fit our city and its residents.”

Alderman for Sustainability and Energy Transition Cathelijne Bouwkamp added: “In Arnhem we are working toward a fair energy transition, with, by, and for residents. The shift to sustainable energy must be understandable and affordable for everyone. We need the strength and creativity of our residents and the creative sector to achieve that. With ZERO, we are taking an important step toward a sustainable Arnhem for all.”

What is ZERO?
The ZERO project (citiZen-centric Energy gRid Optimization) takes a unique approach in Arnhem: residents work together with creative professionals and technology experts to design smart ways to use and share energy within the existing electricity grid.

The project examines how neighborhoods can use the current network more efficiently. This requires clear insights and simple tools that help residents make informed decisions—for example, a digital model of a neighborhood showing how energy is used and what happens if many households install solar panels or switch to electric vehicles. Practical tools will also be developed to support more efficient energy use.

By making complex technology understandable, residents gain a sense of ownership, helping to create neighborhoods that are ready for the future of energy. The project brings together residents, creative makers, technical experts, the Municipality of Arnhem, and grid operator Liander to work on a sustainable, affordable, and fair energy system.

Residents at the center
Residents play a central role. Together with experts and local partners, they develop solutions that fit everyday life. Meetings will be organized at an energy hub—a place to meet, share ideas, and make decisions collectively. Plans also include incentives and the creation of a local energy cooperative, enabling residents to participate actively and benefit directly.
